The meeting was called to order at 9:00am.

Secretary B. Kittmer opened nominations for the position of Chair of the Community Policing Advisory Committee.

Member Peter McAsh nominated Councillor Don Van Galen for the position of Chair. The nomination was seconded by Member John McGarry, and accepted by Councillor Van Galen.

No further nominations were received. Secretary B. Kittmer closed nominations for Chair.

Chair Van Galen opened nominations for the position of Vice Chair of the Community Policing Advisory Committee.

Member Fred Stam nominated Member Peter McAsh for the position of Vice-Chair. The nomination was seconded by Member John McGarry, and accepted by Member McAsh.

No further nominations were received. Chair Van Galen closed nominations for Vice-Chair.

B. Kittmer provided a verbal update of the approved Community Policing Advisory Committee (CPAC) terms of reference.

S. Pilon and S. Bentley reviewed the report and answered questions of the committee.

Member Stam inquired as to the increased use of methamphetamine in the County. In response, S. Pilon indicated that this has been the historic drug of choice in Perth County. The OPP have actively worked on this issue, and have established the “Meth Task Force”. The OPP efforts have reduced the usage of the drug, but it has not been eradicated.

S. Bentely indicated that fentanyl is viewed as the next emerging issue for drugs in the County. All OPP officers are now trained on administering naloxone.

Member Stam inquired on car thefts. S. Bently responded that the significant majority of vehicles stolen in Perth County are those that have the keys left in them. The OPP has implemented education campaigns because almost all thefts are preventable.

B. Kittmer provided an overview of the program and research collected to date.

The Committee provided direction to staff to report back to CPAC at the next meeting with an update on the matter.

B. Kittmer provided an update on the status of the services agreement with the City of Stratford, and indicated that the transition date is forecasted to be September 4, 2018.

Chair Van Galen spoke to the upcoming meetings as identified on the agenda.

Member McGarry provided his regrets for March 21.
